Testkitchen images based on debian with chef-client in various versions pre-installed.

In the past we used various repositories to create docker images for Testkitchen. This seems like a waste of repositories and will therefore be stopped.
From now on - now being: Debian 9.5 and Chef-Client 14 - aka the golden age of the golden image - we will stick to one single repository with a new branch for each new combination of debian and chef-client version.
