Cinc Server CI test image

Debian with the toolchains the Cinc Server components need for their unit tests and lint: Erlang/OTP (built with kerl), rebar3, elvis, PostgreSQL with sqitch, Ruby and Bundler, Lua and LuaRocks. PostgreSQL is configured for local trust connections so tests can start it in the job.
