Vagrant (OpenStack provider)

AlmaLinux 9 with HashiCorp Vagrant and the vagrant-openstack-provider plugin. The Cinc Server pipeline uses it to bring up OpenStack test VMs, install the freshly built server package on them, and run the pedant and auditor test suites.
