DataDog Docker image which only runs dogstatsd and can run as non root user.

This image is based off the DataDog docker-dd-agent image. This image
contains changes that allow dogstatsd to run as a non root user.
This reduces the security risk and allows the DataDog dogstatsd to be
run as a sidecar container on Docker hosting platforms that do not allow
you to run containers as root, such as OpenShift 3.
