Just run command docker run -it --rm -p 8888:8888 seznam/mlprague2018
Docker starts Jupyter, you should copy-paste URL which will appear in command line after running command and paste it into your web browser.
You can try train and evaluate your own recommender models with solid-size real world datasets.
