⁠Docker container for HandBrake

This is a fork of the original Handbrake docker container, the following patches are applied

• Disable compile time hardening
• Enable LTO across encoders and filters
• Upgrade libopus to v1.5.2
• Backport opus mapping family patch⁠
• Backport DoVi Passthrough⁠ for AV1 transcodes, limitations⁠
• Replace SVT-AV1 with PSY fork⁠ all API features implemented including extended, subjective SSIM and fractional CRF
• Missing languages⁠ during subtitles/audio passthrough
• Bumps x264 and x265 encoders to the latest stable version x264-snapshot-20240314-3186 and x265_3.6 respectively
